The objective

Virginia can pursue youth prevention and consumer protection while keeping flavored nicotine vapor products legally available to adults through licensed, accountable retailers.

Removing most flavored products from the legal market threatens specialty stores, jobs, taxable sales, and the regulated channel itself. A better framework gives compliant products a workable path, targets unlawful sales, and measures both intended outcomes and market displacement.
